RESPONSIBLE

A responsible healthcare system should require premiums, deductibles and copayments by enrollees based upon income and assets.  We should structure benefits to control abuse and develop and enforce compliance to a defined standard of "uninsurable."

A system that adds 96,000 new TennCare recipients annually is not feasible. A responsible, well-managed healthcare plan should quickly address this out-of-control growth.  We must institute a system to timely remove from the rolls those who die, live in other states or otherwise become ineligible for the program.

Responsible prescription use should be encouraged as well as the reporting of medical mistakes/errors in over-prescribing.

Another responsible measure would include limiting non-economic damages in lawsuits against providers and insurers.
