One of the hallmarks of the Republican party has
been a commitment to limited government. In that tradition, House
Republicans are committed to limiting the growth of state government.
Many Tennesseans do not know that our constitution
prevents the state budget from growing more than personal incomes in
Tennessee. Unfortunately, it is very easy to override this cap and the
General Assembly is not shy about doing it.
In fact, this constitutional provision has been
overridden 11 times since 1984 for a total of almost 3 billion dollars.
While this may be necessary sometimes, it should not be a common practice.
Therefore, we propose that a supermajority of the General Assembly,
instead of a simple majority, must authorize the cap on government growth
to be overridden.
